Planning, programming and funding manual

The Planning, programming and funding manual sets out the NZTA's policies, procedures and guidance for the planning and management of land transport activities that can be funded from the national land transport fund.

This manual will guide the 2009/10–2011/12 regional land transport programmes (RLTPs) and the National Land Transport Programme (NLTP) – the first three-year transport programmes. It sets out policy and procedures for developing and managing the RLTPs and NLTP during those cycles.

The manual was also used to manage the 2008/09 NLTP.

The procedures described in this manual have been developed to assist approved organisations to prepare and plan projects and activities for which they seek funding from the NZTA, within the framework of the NZTA’s overall funding allocation process.

Definition: work category 432

Community programmes

This work category provides for the development and implementation of community programmes relating to safe and sustainable use of the land transport system. It includes activities that encourage a voluntary change in travel behaviour by providing consumer information and encouragement.

Community programmes have the objectives of:

  • encouraging community participation in land transport decision making
  • assisting communities to identify their land transport issues and develop their own informed solutions
  • increasing the community's capacity to address local land transport issues
  • transferring expertise to communities
  • developing and motivating local partnerships
  • integrating activities at the local level
  • generating insight on local land transport issues and new ideas that can be further developed for wider application.

Examples of qualifying activities

Examples of qualifying activities include:

  • employment of coordination resources for community programmes
  • consultation with a community to assess safety and accessibility issues, and develop appropriate solutions
  • provision of integrated advice, information and support to community groups
  • education and training for coordinators and community groups
  • preparation and implementation of travel plans and neighbourhood accessibility plans
  • delivery of education initiatives defined in travel plans or neighbourhood accessibility plans
  • workshops, seminars and public meetings promoting local land transport safety, accessibility or sustainability issues
  • small-scale information-gathering activities about a locally identified land transport issue
  • advertising (eg displays, billboards, local print media, radio or television advertising)
  • evaluation and reporting of community programmes.

Exclusions: work category 432

This work category excludes:

  • preparation of regional land transport strategies (RLTSs), long-term council community plans (LTCCPs), annual plans and regional land transport programmes (RLTPs)
  • road engineering, signs or markings -these are funded under road improvement work categories.

Project plan for community programmes

All funding requests for community programmes must be accompanied by a project plan that:

  • identifies the issues that are being addressed
  • identifies the target audience
  • describes the individual activities or programmes that will be delivered
  • describes the objectives and outcomes for each activity or programme
  • lists the partners that will participate in the activity
  • identifies the associated coordination activities
  • provides a detailed outline and costing for a monitoring programme and post-implementation evaluation of effectiveness.

A community programme should address all aspects of safe and sustainable use of the land transport system, which should have outcomes identified in the local authority LTCCP.

Advertising for community programmes

Advertising for community programmes may address the same general issues that are the focus of national advertising. The advertising should also address issues identified as being specific to the area.

Examples of issues currently being advertised include:

  • speed
  • drink-driving
  • use of safety belts
  • failure to give way at intersections
  • fatigue
  • travel choice
  • emissions.

The content of community advertising is subject to technical approval by the NZTA.
