C12.9 Assessment of the RTLP
Introduction
This section sets out guidelines for assessment by each RTC and ARTA of its RLTP.
LTMA provision
Each RLTP must include an assessment of how the RLTP complies with:
- LTMA s15 (for the ARTA’s RLTP)
- LTMA s14 (for other regions).
Legislation: LTMA s16(2)(a) and s17(2)(a).
Guidelines for assessment
The assessment should include:
- a summary of the transport-related issues, problems and opportunities for the region, including inter-regional issues, problems and opportunities
- a statement of land transport priorities and targets for the RLTP
- a statement of how the activities in the RLTP are expected to address the land transport targets and priorities for the region.
Collectively, these three statements assess the RLTP. They are described below.
Transport issues, problems and opportunities
The statement of land transport issues, problems and opportunities is expected to be mainly drawn from the RLTS. It should be supported by evidence of the seriousness, urgency and importance of the issues, problems and opportunities. The evidence is likely to be drawn from:
- the RLTS
- trends of regional performance against regional dimensions of GPS targets
- national policy statements and regional policy statements or plans under the Resource Management Act 1991
- the NZEECS
- analysis of other factors.
Transport priorities and targets for the RLTP
The LTMA requires that an RLTP includes a statement of transport priorities for the region for the six years from the start of the RLTP.
The statement will likely be a development of similar statements in the RLTS.
The priorities must address the issues, problems and opportunities in the previous statement.
The statement should reflect the GPS targets and priorities, and the contribution sought from the region to these targets and priorities. This contribution is described in the NZTA’s regional dimension to the GPS.
Note that the GPS targets were derived considering targets in current RLTSs.
Legislation: LTMA s16(3)(a) or s16A(3)(a) for Auckland.
Contribution of RLTP to priorities
The statement should describe how the activities and combinations of activities in the RLTP address the transport priorities for the region.
The LTMA requires that the RLTP includes other statements describing:
- activities in the RLTP that have inter-regional significance
- activities with national or regional significance likely to be included in the RLTP following the current one
- a financial forecast of anticipated revenue and expenditure for the 10 years from the start of the RLTP.
Use of another methodology
If the RTC or ARTA uses other than the NZTA’s methodology for assessment or prioritisation, then the difference and the rationale for the difference must be uploaded to LTP online as supporting information.
