Chapter C12 Preparing a regional land transport programme
C12.10 Police activities and the RLTP: inputs
Introduction
This section describes the inputs that the NZTA suggests be taken into account when assessing the relationship of police activities or combination of activities with the RLTP. Specific considerations for the assessment are set out in section C12.11.
Legislative requirements
An RLTP must contain an assessment of the relationship of police activities or combinations of police activities with the RLTP.
Legislation: LTMA s16(2)(b) and s16A(2)(b).
Safety and personal security performance
The assessment of the RLTP should consider the safety and personal security performance of:
- the region and the territorial authority areas or clusters within the region
- neighbouring regions.
Meeting targets, strategies and plans
The assessment of the RLTP should consider:
- regionalised GPS targets, particularly for road safety
- the current National Road Safety Strategy
- the current NZ Police Road Policing Strategy
- relevant RLTSs
- other strategies in the region with relevance for road policing
- road safety action plans (RSAPs) and network safety coordination (NSC) projects in place or proposed for the region.
Level of police resources
The assessment of the RLTP should consider the level of police resource:
- shown in the current NLTP for the region and the constituent territorial authority areas or clusters – measured in full-time equivalent (FTE) staff (see www.nzta.govt/resources/national-land-transport-programme/2008/regional/policing.html)
- for each of the police activities shown in the current Road Policing Programme for the region and the constituent territorial authority areas or clusters (see the NZ Police website www.police.govt.nz/service/road).
Impact of planned changes
The assessment of the RLTP should consider planned changes to land transport in the region that are likely to have impacts on police activities.
