Chapter C12 Preparing a regional land transport programme
C12.1 Overview
Introduction
This chapter outlines the processes and guidelines for:
- each regional transport committee (RTC) in regions other than Auckland, supported by its regional advisory group (RAG), to prepare an RLTP for its region
- the Auckland Regional Transport Authority (ARTA) to prepare and approve the RLTP for the Auckland region and forward it to the NZTA
- each regional council (except for the Auckland Regional Council) to approve its RLTP and forward it to the NZTA.

RLTP guidelines and briefings
The NZTA provides guidelines for preparation of RLTPs. The guidelines are published in August prior to the three-year period to which the RLTP applies.
Entry of details into LTP online
Throughout the preparation of activities and the RLTP, details must be entered into LTP online, as this is used to create the RLTP content. The RTC, and ARTA for the Auckland region, is responsible for ensuring that this occurs.
This responsibility may be delegated to the RAG.

Assistance and advice on preparing RLTPs
The NZTA will provide assistance and advice through its regional offices to organisations preparing an RLTP, and organisations proposing activities and combinations of activities for inclusion in an RLTP.
