The tender process

Every year, we invest more than $1 billion in state highway improvement works and around $500 million in work on state highway maintenance and operations. We provide the strategic direction and oversee all activities on the network. To obtain best value for money we outsource all state highway improvement, maintenance and operations works. Done on a competitive basis with private sector suppliers, including consultants and contractors this sees around 200 contracts procured a year.

Our approach to tendering

Our approach to procurement uses a range of delivery models. These models have been developed based on international best practice and adapted to the New Zealand context. With this selection of models we are able to:

  • select the best model to deliver optimal value for money based on specific project and market characteristics
  • develop strong, collaborative supplier relationships
  • develop a strong skill base and understanding of the supplier market, including competitive rates, capabilities and commercial processes and
  • avoid the potential for supplier maniluation of a single process.
