Implementation plan

SH1 has a number of key issues which will be managed over the strategy period. The strategy is presented in two parts; the first part is for years one to ten and is generally more specific on the actions to be undertaken, the second part is for years 11 to 30 where the actions are less specific principally due to the time into the future. However, the issues will be monitored and when necessary detailed investigation undertaken to define an appropriate solution. The two parts of the strategy are presented in the following tables along with maps showing the locations of the strategy issues, passing opportunity improvements and locations where development could impact on the efficiency of the highway.

Each location identified will be subject to normal investigation and funding assessment procedures at the appropriate time. Diagram 2 provides an overview of the process involved. Given issues surrounding affordability and value for money though, NZTA will seek to optimize the existing route network first and foremost.

It is important to read the proposed strategy content and timeframe with an understanding of the processes, feasibility and challenging issues surrounding implementation. The proposed activities fall under one of three channels for funding; normal maintenance routines ⁄ emergency works, the minor improvement project programme, or improvement projects. Proposed activities will be subject to the current assessment criteria for funding which currently looks at three key aspects; strategic fit, effectiveness and economic efficiency. The 3 yearly Regional Land Transport Programme and the National Land Transport Programme structure will need to be taken into account when seeking funding and staging of investigation⁄design and⁄or any construction, which may be result from some of the strategic management activities over time.

In addition other influences such as the forthcoming Road Safety to 2020 Strategy, the Government's focus on roads of national significance (being urban routes), plus regional and local planning will also play a role in the future. The locations for strategic management activities shown are indicative and the list is not exhaustive. The exact nature of the strategy implementation plan (especially for years 10-30) will be subject to periodic reviews. Trigger points for any newly emerging issues are noted within the Draft Strategy, for example crash occurrences should be monitored over time and it is likely that a location with reported injury causing crashes of three or more over a 5 year period would be flagged for further investigation as to an appropriate management action.

The NZTA has a passing and overtaking policy. In reviewing the passing opportunities already in existence, NZTA has considered current policy, existing opportunities, new passing opportunity projects in the pipeline and the crash record of the highway.

This assessment was at a strategic level and the above passing opportunity proposal was developed. A gap analysis was then undertaken comparing this proposal with the existing facilities. The gaps locations are shown on the above map (in north and⁄or southbound direction). Each of these locations will be reviewed over time and where opportunities arise to combine passing opportunities with other projects these will be taken or when appropriate new facilities will be constructed.

Ongoing development of land for residential and rural residential purposes adjacent to and in proximity of SH1 requires careful management especially in terms of potential traffic growth and access to the highway. To ensure that SH1 can provide an adequate level of service into the future NZTA will monitor land use growth and extend the Limited Access Road status as warranted.
