Information for TSL holders
How is TORO different from Driver Check?
TORO provides a higher level of information than Driver Check, including information about driver licence restrictions, passenger endorsement expiries and demerit points.
If I'm already with Driver Check, can I switch to TORO?
If you have a TSL, you can transfer to TORO by sending us an email with your postal address details, noting that you are a current Driver Check user and wish to transfer to TORO.
Before you make the change
You'll have to get consent from every driver you wish to add to your TORO list, even if you've already got their consent for Driver Check.
How can I join TORO?
If you have a TSL and would like to join TORO, send us an email with your postal address details and we'll send you an information pack.
Information for drivers
Do I have to sign up to TORO?
No. If you don't want to provide your consent, please talk to your employer about any alternatives.
What happens to my consent form?
Your employer must give you a copy of the signed consent form and hold the original on your personal file. They must also keep the form on your file for six months after you leave their employment. From time to time, we audit TSL holders and ask to see their TORO consent forms.
Can the NZ Transport Agency release my information via TORO?
Sections 199(4) and 199(6) of the Land Transport Act 1998 (external link) specify that we can release certain information from the Driver Licensing Register to people other than licence holders.
In addition, some information not covered by the act can be released under the Privacy Act 1993, if you consent to its release.
